I get you point, but I want to point out that "Give people power, and it will be used" does not justify the statement "They WILL abuse this power".

Not every USE of power is an ABUSE of power.

That is true. But has issues with diverging interests. The interests of government bureaucrats who see like a state are not at all necessarily in line with my own.
