QtCreator comes bundled with the Qt SDK, and that's dual licensed (LGPL vs paid). The Qt Company has been tightening the screws in recent years though, if you're a company and use Qt under the LGPL license, expect frequent audits and some 'pressuse' to switch to the commercial license even if your project is LGPL compliant.
