What about a dual CPU Mac Pro?

Edit: thinking about this for a few more seconds, I realise this is a completely separate discussion, but I was just trying to think how Apple could accomplish the Quad branding even if internally its separate CPUs.

How would you connect the CPUs together then? There's no mechanism for that. You need a bus, IRQ routing, cache coherency, and more. Those features are there in the Max with the d2d interconnect, for up to exactly 2 dies.
