Some parts of GitHub (and pretty much all of GitLab) require JavaScript, that is probably what is being referred to there. Some GitHub features require logging in just to view, which is annoying.

Also, there are lots of great GUIs for git these days. On Linux gitg by GNOME is probably the most user-friendly one. I am not sure how many of them support GitHub-specific features like pull requests though.
