It failed to convert the diacritics for me with LC_ALL="tr_TR.UTF-8" matching my /etc/locale.gen.

Kapı açık -> KAPı AçıK

However this worked: gawk '{ print toupper($0) }'

Drat, apparently tr (GNU tr anyway) only supports single-byte characters.
