Where do the hashes come from? I assume the system is designed to minimize the number of people who have to look at the CP, but how do they audit that someone isn't inserting hashes to look for dissidents?

It seems to come from images reported to this group https://www.missingkids.org/ through their CyberTipline.

Edit: toward the end of the interview, Craig says the database can be audited. Obviously not the actual images, but people can verify that the list is the same across all countries, for example.

They don't. They expect you to just trust them.
