Share to Dropbox effectively has this behaviour and works pretty well for me from mobile. I only access a fraction of the links but it's fast easy and not reliant on browsers or plugins.
I'm occasionally tempted to modify Syncthing to have the same behaviour.
On desktop I mostly don't bookmark. The site is saved to pdf/screenshot png of the relevant content.
Chrome has this now, not exactly about:tabs but a button to list all open tabs.
I get not wanting to install a third party extension just for this, but it would be a simple weekend project to write one to do this yourself (and install it locally to avoid the extension store shitshow)
rsync.net will pay USD $500 for about:tabs to exist in mainline firefox with no extension required.
It couldn't be simpler - you type about:tabs into the URL bar and you get a non-html plain text listing, one URL per line, of all the tabs you have open. Maybe a line break inbetween browser windows so you can tell tabs from one window apart from tabs in another ?
Just email [email protected] to claim this.
Unless Mozilla has already approved the concept the bounty is unlikely to get claimed. $500 isn't worth trying to get it merged let alone the risk they just flat so no the the page.

What is the extension store shitshow?
I have a couple of personal extensions in the store but haven't really used it much. Just wondering what your experience is
about:tabs
... which would be a plain text listing of all the URLs of all the tabs you have open ?
You could just copy and paste it to a file or whatever. No fancy bookmarking scheme needed.
Instead, we need to dig several directories deep into /Library (or whatever, depending on your OS) and then use JSON tools to export ... I've already lost most people.
Go search for "how can I export tabs" or "how can I save tab urls" and you'll see thousands of people trying (usually in vain) to achieve this very, very simple thing.
EDIT: No, I don't want to install an extension to do this.
