So we should simply make more bumpers on the side and limit speeds to 10km/h to prevent crashes?

I was not talking about changing environment constraints. I was talking about changing the perception and measuring of inputs in human drivers.

Environment constraints and performance of human drivers are not independent. Your argument suggested that they are.
