Does the safety report account for vehicle age and price? Because I imagine there's a difference in accident-free miles if you were to compare a new Mercedes-Benz S-Class to a 15-year-old Camry.

No it doesn’t, that’s one of the main criticisms along with comparing highway miles to city miles.
