I think you're right. One of the first comments is the video he says is "Nacon is licensed to release it on Steam."

OK. Then why is your licensee going to such great lengths to publish to a platform you contractually agreed to support?

Because the publisher didn’t pay them agreed-upon sums, and they’re withholding the game awaiting said payment.

I don’t know which parts are true or false, but that’s right in the post, and makes complete sense.
