In the late 90s, there was a company called 'Cornix' pushing this technique.

More recently, a research project called 'BuddyBuzz' out of Stanford was pushing it for reading on cellphones.

Reading for cellphones would _really_ be something.

Also, it might be better in cases where you want to be sure you read the whole text, rather then skimming, maybe learning? (obviously not always).
