Does this help big tech or hurt big tech? One way to create a monopoly is to regulate competition out of existence. Lawsuits against big tech are becoming the latest form of semantic satiation.

TFA mentions that «Large tech firms would be designated as internet "gatekeepers" — making them subject to stricter regulations.» So the regulation is not horizontal. And it is positive that the EU seem to have learnt a few things from the application of GDPR.
