Docker Machine is unmaintained though, I'm not sure that it would work to launch VMs on M1 hardware.

I'm running docker-machine on an M1 mac right now (via rosetta), installed via homebrew.

I'd expect it to work via Rosetta. Alternately, it's a Go project—I'm not sure what the status of Go is on Apple Silicon, but once that's figured out it should be a relatively easy recompile.
