We should assume that this ship has already sailed for user-hostile applications and devices, and start working on mitigations.

i.e. Smart TVs will do this to get around pi-hole style ad blocking.

Will these user-hostile appllications and devices allow you to set the gateway? As long as you can use an OS of your choice on the gateway you should be able to control routing, including DNS.
