still arxiv and not published... it does say a lot of about the paper.

There are entire conferences out there that only accept papers written in MS Word.

Math, CS and Physics are the exception here.

And has been cited 39 times in that period FWICT. If it is a remarkable paper, it's definitely not attracted much attention.
