Aren't the compiler, linker and build tools still available seperately? They just bundle them differently now.

Whereas some of the previous packages were freely available, the build tools now require a Visual C++ license, as I understand it. If you aren't eligible for Visual C++ Community, and you don't have Visual C++ Professional (or equivalent), you can't use them.
