You are on to something but I think this would mean throwing the baby with the bathwater.
"From scratch" is a loose definition. And there will necessary be reinventing the wheel.
Making the new wheel incompatible on purpose with the old ones is wasteful. For one thing, you are correct. You don't build a car on a carriage framework. But the principles are the same and there are some technologies that will be reused: bushings for example. What should we do about them?
