No, Hetzner charges you <$2/TB. for that price, they'll be happy to route as much traffic as you want. Never heard that they complain in these cases.

They have worse peering than AWS but the difference in cost to them is certainly not 100x or more.

Obviously the comment is in reply to having unlimited traffic for a flat fee and not for a price per TB.
