It’s a long-winded article stating that it was downsized and consolidated due to “bloat.” Arguably not exactly disproved.

It specifically says: The reduction of force in the NSC has continued since I departed the White House. But it has left the biodefense staff unaffected

So, yes, they downsized and consolidated, but the area of importance at the moment is still there, still functional. That's very different from what's being portrayed and parroted here and elsewhere.
