I think you hit the mark. The government will need to allow American truckers, air freight and rail crews to cross no matter what.

Also, residents of Point Roberts, WA who must drive through Canada to access the rest of Washington state.

Why not change rail/truck crews/drivers at the border or stations closest to the border?
