The UK had a catastrophic fire potentially caused by a cheap fridge freezer.

White goods cause a few house fires.

We need white goods to be safer, and people don't chose safer, they choose cheaper, so we need regulations.

The safety reduction was mostly due to changing from non-flammable but o-zone depleting CFCs to highly flammable but non o-zone depleting refrigerants.
