From the description it sounds like a faster black hole would do less damage since the involved masses would accelerate for a shorter time span.

What would be the optimal speed for a collision?

Hrm, I suspect something like 0.5c where relativistic effects to not increase the mass of the black hole much, but does significantly decrease the transit time.
