Those viewpoints aren't mutually exclusive. Look at this for a recent example https://www.technologyreview.com/s/614325/open-ai-algorithms... AI showed emergent behaviour.

The universe could be the same, 'God' set it all up and he/she has no idea what's going to happen either.
