Suggestion: get a competent web developer on the team.
Problem solved.
The problem is far easier to resolve than they seem to think. I'm pretty sure that even with a million active users, you could run something like this on a few hundred dollars a month of AWS hardware at the most. Compare that to the two years of software engineering time they've wasted on this so far.
