It should be understood that rule 2) means neither the US nor the EU are a "real democracy".
US fails due to the electoral vote issue. And the EU on the fact that smaller countries have a more representatives/citizen in the EU parliament than larger countries.
It would be interesting to know if there actually is a democracy that fulfills those rules...
