Most banking regulations don't have to do with abuse of me a person who is putting money in a savings account by the bank. They protect from: The economy failing (FDIC), random (non-bank) companies lying (SEC), "bankers" using non-public information for personal gain in a way that is only harmful due to the zero-sum nature of trades (FTC).
Fiduciary duty is the only thing that comes close to what you might be describing, and well, my bank isn't my financial advisor, and they aren't investing my money for me. As far as I'm aware, they don't actually have a fiduciary duty toward me.
