Safari does. If you don't visit a tab for a while, it gets unloaded.

Wow, in that case, Safari does an incredible job deciding which tabs to pause! Desktop Safari is my primary browser, and I've never noticed.

They probably leveraged this behavior from iOS, so they had a headstart
