Not the parent but I assume they meant a tool that traditional laptop thieves with little technical sophistication can use to easily extract valuable data from a machine after they have stolen it.

Is that a threat vector that is actually being used? Apple for sure has to worry about, but I don't think petty criminals would have the know-how to fence data even if they get it.
