perhaps Hashicorp Vault fits your requirement? it is not a trivial piece of software to host, but it has the multi-key feature that you need. otherwise, it's mostly a key-value store.

For my curiosity, what makes vault non-trivial to host? I readily admit that it is non-trivial to run inside kubernetes because of the unseal mechanism, but as for just run "vault on this machine" it is my experience that it is fantastically easy.
