Given this, and assuming all other issues (power, water, sewer at the top of that list) are not issues... what is a realistic population density that this would support?

What the building is zoned for.

Based on http://default.sfplanning.org/zoning/zoning_map.pdf - how would this achieve the density of a RM2 - RM4, or RC-3 to RC-4?

In much of this area ( https://www.nickmcummins.com/index.php/2016/08/08/population... or https://lh4.googleusercontent.com/-qmJMXOTT0B8/UrxtTiDlk4I/A... ) we're talking about densities in excess of 50,000 people per square mile. I don't see that being practical when one factors in things like sidewalks and roads without building up - which works against the mini house idea presented.
