I'm confused.

Systemd has separate 'wants', 'requires', 'after', and 'before', which sounds like what's being asked for here?

If you reread the opening paragraph - the author is responding to part of a blog post which questioned why a separation between ordering and dependencies was necessary, and provides an example.
