Blocking on Twitter isn’t really blocking someone from seeing the tweet. They can just log out and see the tweet.

Actually does it even prevent someone from seeing it in the first place, or does it just hide the blocked person from the blocker?

It's the former; you have to log out or open an incognito window to see the tweets of someone who blocked you.
