Do they get access to the dump for free? Round my way access to the dump is something in the region of €6 ...

Presumably the professionals have economy of scale and a prerential fee schedule to work with ...

No, the dump isn't free. That's why it's cheaper to just throw the trash in the river. :) Which is why we need regulation, to force them to use the dump.

I don’t think we need regulation to explain this economic phenomenon. Basic laissez faire works fine.
