Please be serious here: stuff like this never causes prices to go down, only up. As information becomes perfect, the "problematic" expensive patients will see their premiums rise to the level of their actual cost to the system-- which is huge and impossible to pay, so they'll drop out-- and premiums for everyone else will stay the same, except with the added anxiety that anything you do could cause your rates to go up at any time.
