No, it's a good example; why is the app obliged to show ads any more than browsers aren't?

Because the browsers (users actually) are, but it’s not practical to send a cease and desist for a TOS violation to every user.

No, they're not. User choice over what a browser loads has been part of the web from the very beginning.
