Does Andy Clark's hypothesis assert that self driving cars' neural networks must necessarily contain the minds of pedestrians ?

Perhaps instead the minds of drivers diffuse into their cars. That's already true for maps.

Pedestrians' minds rely on things like Walk signs and sidewalk texturing.
