Did you know that one of the best places in the US for biotech is Indiana? That is because both Purdue and Indiana University, state schools, are powerhouses in that field. I don't see any significant funding issues for them from a research/education perspective. More funding does not necessarily mean better outcomes nor does less funding necessarily mean worse outcomes. How the funding is spent matters much more. In my experience at Purdue, much of that funding goes toward research and education in the science and engineering departments.
