First perhaps look at what the US has been doing around the world for decades, "hacking elections" and worse.

And then ask why any other nation-state should refrain from doing the same.

Perhaps morally, they have no reason to refrain (except that "they did it first" isn't a moral stance, it's just an excuse). But practically, we have good reason to try to make it not affect us...
