Some things you just can't incrementally fix -- especially when new features are continually dropped in from afar,
It is the new features here that are the problem. I think you actually can incrementally fix anything, but such a project can be as expensive as a rewrite -- and neither will succeed if new stuff is constantly being thrown in.
