Well sure, if you have a dysfunctional team code reviews being toxic is just one symptom. My point above is just that. Beyond that I can't form a cohesive argument around how a healthy, jelled team encouraging all code be reviewed by internal peers has any solid negatives, particularly velocity. Having to pipeline work, I guess, but I guess I am not convinced that this is a strong negative, since generally speaking I find that I'm pretty much always pipelining work anyway since it results in more throughput.

In other words, if your team is full of people like the above, any software engineering practices are going to come with a huge "YMMV" sign, code reviews being just one of them.
