I've been wondering if if a package manager is something that should be considered part of a language or just a distribution of that language - take npm for instance. It's not a "package manager for JavaScript." It's a package manager for node.js, which is a javascript runtime environment. Python's pip was added long after the inception of the language, there are plenty of package managers for PHP, etc.
