fq_codel is on it's way (though, it's implemented in dummynet/"limiters" rather than ALTQ): http://caia.swin.edu.au/freebsd/aqm/

pfSense already has codel, which can be used with FAIRQ.

That's not nearly as good as fq_codel, which is not the same as using fairq + codel.
