Build a proper electricity grid and sell power from sunlit areas to dark areas. You need the grid anyway. At the same time insist that all new dwellings are built to passivhus standard. Also arrange for all plugged in electric vehicles to be able to supply power to reduce peak demand from the net.

All this is scaleable and mostly going to happen to some degree anyway and avoids the need for massive capital projects that are susceptible to corruption.
