You shouldn't be fiddling with your phone when the action is on you. Using your phone while you're out of the hand is totally fine.

Most places I've played won't let you use the phone at the table, and if you're using it they'll deal you out and ask you to get up.

But they don't care if your phone is on the table.

I think this is more to keep the game moving than any concern about cheating.
