The solution is going to have to come from the network side; getting the DoSing devices automatically blackholed by routers. I know there are many technical issues with implementing something like that at scale but it seems more tractable then trying to enforce security practices on $20 web cams.

Yeah, but routers are a shitshow in and of themselves, with plenty of vulnerabilities. It's like using a sieve to plug a leak.
