You have to realize that these people are far less violent than the people they're competing against.

The state hands rights, exemptions and benefits only in so far as not doing so would result in violence.

If you are tame there's no reason to give you anything.

That's a much weirder explanation than the US has always had a bias in favor of European (perhaps more accurately "white") immigrants.
