What that means you need to define good and bad people in the first place. On a serious note I completely agree with you as right now hate speech is about race, gender & body shaming which is the current line in sand. Soon nationality, sub-races, religion, region & sub-regions, individuals, comic characters and pretty soon actual corporations will be add to the things you can't hate on.
