Sure it is. It uses a common trope; the omission of the repetition of a verb in a pair of yoked clauses is called "zeugma".

He's talking about the relative position of the word "are", I think.

No, I'm pretty sure the author is simply not a native speaker of English. Still, that doesn't mean he can't make some good points despite a few minor grammatical errors.
