The figure is more like 50%, despite lorries being only around 5% of the traffic (see eg http://lcc.org.uk/pages/cycling-near-lorries, http://www.cyclelaw.co.uk/cyclists-and-hgvs). They are disproportionately dangerous, but not to the extent you suggest.
