Except that's not what he was saying. It's been known forever that stated milage and actual mileage differ because the lab test is in a lab.

If people want more accurate tests, then the lab test needs to be modified to be realistic.

My point is that this discrepancy has, in the real world, proved to be a huge public health problem. And we are not talking about mileage. We're talking about NOx that produces O3.
